Professor at the Munk School of Global Affairs and Public Policy, University of Toronto, former visiting professor at Yale University, and senior advisor at Vantage Canada. He spent twelve years in senior leadership roles with the governments of Canada and Ontario, including as Ontario’s Deputy Minister of Infrastructure and an Assistant Deputy Minister at Global Affairs Canada.
